It is noteworthy that the “Draft for Comment” shows that in order to improve the environmental air quality in Xi'an and effectively reduce the pollutant emissions of motor vehicles, with the consent of the municipal government, it is proposed to impose restrictions on the control of high-emission old vehicles. Among them, high-emission old cars include petrol (natural gas) vehicles registered before August 1, 2008 and diesel vehicles registered before July 1, 2013.

Once the "Draft for Comment" is officially released, diesel vehicles registered before July 1, 2013 will be banned from entering the Third Ring Road (including) of Xi'an City from the date of publication of the announcement; since August 1, 2019 All day high-emission old cars are prohibited from entering the main city of Xi'an City, including the Third Ring Road (including) and the suburban counties. Since August 1, 2020, high-emission old cars are prohibited from passing through the administrative area of ​​Xi'an throughout the day. For special vehicles of the embassies and consulates, military, armed police vehicles and special vehicles prescribed by law, such as police cars and ambulances, are not subject to the traffic control measures of this notice.

The "Draft for Comment" emphasizes that "the diesel emission standard of the national III emission standard registered after January 1, 2010, after the emission control value of the treatment is below 0.8m-1, verified by the environmental protection department, and confirmed that it is not included in the elimination phase of the current year. It is not subject to the traffic control measures of this notice." If a foreign-invested high-emission old vehicle enters Xi'an City, it shall be implemented in accordance with the provisions of this Notice.
