The Dalian explosion, the first press conference was held nearly 16 hours after the incident and CNPC was absent.

According to the source, the above three principles are not empty words, and at least three related systems escort them: one is to strictly control the procedures for releasing information, and the second is to carefully select the media for publishing information. The employee said that the publication of a message by CNPC would normally involve three passes: First, the group's business department made recommendations and drafted a press release to the General Office of the Group; then the office first reviewed with the relevant department, and then reported the news. Article 10 of the "Regulations" stipulates: "For major political events and major mass incidents, no general information will be released."
